This is a really neat idea! I’ve seen something similar before but they weren’t brushes, they were mainly stickers, so they weren’t as customizable as you said (changing the size, color, etc.). The pen tool is a bit difficult to master at first but once you do, the results are worthwhile.

Oh Katrina, thank you so much! I’ve struggled and struggled with message bubbles! I can make them in AI, but then I can’t get them sized right for what I want in PS…this is going to be awesome! :)
